- 55% - Can be considered trouble-free. The ordinary, "good" kids.
- 30% - Are intermittently in trouble. In and out of "scrapes".
- 15% - This group is considered to be seriously disturbed and require skilled social services and support.
WHAT DO THEY WANT?
- To be heard (see Premier's Round Table, 2000).
- To participate and be involved in their communities (Premier's Pipeline web survey).
- To improve relationships with communities (TEEN TOUCH Team Youth applicants, November, 2002).
- To belong (Social Planning Council "Youth Engagement Project," 2001).
- A sense of community (Youth Forum on Safety, 2001).
- To live in safe, healthy communities ("Dialogue with Youth," 1996).

From time to time governments focus attention on youth issues, but for various reasons the youth agenda seems to get consistently put on the back burner. The result is a generation of powerless, voiceless youth-excluded from the decision-making processes so fundamental to building and maintaining healthy communities.
